League Rules

BSL teams play under FIFA/USSF Laws of the game with the following exceptions:

1) Substitutions

Players may substitute on any dead ball, with the permission of the referee. There is no limit on the number of times a player may re-enter the game.

2) Red Cards

Players who receive a red card during the match will sit out the remainder of the match. The player will be suspended from the next match only if, in the opinion of the referee, the red card was issued for a violent act. Violent acts include making threats or using abusive or insulting language toward an official, opponent, team mate or spectator. Receiving a red card for a second yellow in a match, for example, will not require  the player to sit out a suspension in the following game but will still be required to sit out the remainder of the current game.

3) Forfeits

A team who cannot field seven players within fifteen minutes of the scheduled game time shall force the game to be forfeit. The team who is present will be awarded three points.

However, after the game is declared a forfeit, if the teams decide to divide up the available players and play anyway you should officiate the match. Provided that each team has a minimum of seven players, and all of the players have US Club Soccer player cards the game may be played.

Any yellow or red card issued in such a match shall be reported through normal procedures and will be enforced by the league.

4) Protests

The decisions of the match officials are final. No protest of any decision will be entertained by the officers of the Boise Soccer League or the board of the Amateur Soccer Association Idaho. However, we are all committed to promoting and improving the quality of match officials. If you have any concerns about the performance or decisions of an official please contact the league assignor, Al Padly at assign@wsisra.org  and we will schedule an observation of the official in question. Please remember, officials are a valuable resource. We should all commit ourselves to show respect to our officials and work together to improve their skills and knowledge.

5) Dealing with outside agents and pre-existing conditions.

If the ball strikes a pre-existing object (like a tree or an overhanging wire) and leaves the field, the restart shall be according to the Law, based on which team last touched the ball. If the ball remains in play then play continues as both teams are equally affected by the pre-existing condition.

If the ball strikes any “outside agent” (like a dog or spectator who has inappropriately entered the field) then play shall be immediately stopped by the referee. The restart shall be a dropped ball at the point where the ball was interfered with by the outside agent.

6) Referee assignments

Referees may not switch positions with other officials (R to AR and AR to R) without permission of the referee assignor or the league, except as needed for the good of the game.
